The UK government funds a range of schemes to help households reduce energy bills and improve energy efficiency. Here is an up-to-date overview of the main schemes and how to access them.
ECO4 is funded by large UK energy suppliers and is the biggest domestic energy improvement scheme currently operating in England, Scotland, and Wales. It covers solar panels, heat pumps, insulation, first-time central heating, and smart heating controls.
What’s covered?
Who qualifies: Households receiving Universal Credit, Pension Credit, Child Tax Credit, Housing Benefit, Income-Based JSA or ESA, or Income Support. The property must have an EPC rating of D or below. Both owner-occupiers and private tenants are eligible. Private landlords may access funding for qualifying rental properties.
The government’s Warm Homes Plan is a major funding commitment to decarbonise UK homes and reduce fuel poverty. It builds on earlier schemes and focuses on low-income households and social housing.
What’s covered?
Who qualifies: Eligibility criteria are being updated as the scheme develops. In general, the focus is on households with lower incomes and properties with poorer energy performance ratings.
LA Flex allows local authorities to refer households to ECO4 funding even where standard eligibility criteria aren’t met. This is intended to address local fuel poverty and health-related vulnerability not captured by benefits-based eligibility.

A dedicated insulation scheme providing free or subsidised loft insulation and cavity wall insulation to qualifying households.
Who qualifies: Households with an EPC rating of D or below (group 1) and low-income households in any EPC band (group 2) may qualify. Subject to property suitability.
